    Did they shut off line voltage to the board after jumping it out? May be a timed lockout built into the board that needs cleared

    If they jumped c-w at the board with the thermostat calling for heat the fuse is probably burnt out on the board.

    C to W might fool the board into a fault and bring on inducer I suppose but never tried it.

    Jumping C to anything shouldn't bring anything on. C to R will get you sparks or smoke.
